As you know, there was a concern this week that the bottle deposit value
may be reduced from 10-cents to 5-cents.  This proposal was offered by
industry during a work-group meeting held by the Chair of the House
Regulatory Affairs Committee, Rep. Ilona Varga, to discuss the problem
of out-of-state containers being redeemed in Michigan, which results in
a $12 million dollar/year loss to the Natural Resources Trust Fund. 
Because of public outcry, though, this decision was not considered by
the Committee as a reasonable solution.

Instead, the Committee passed HB 5061, sponsored by Representative
Griffen, yesterday (9/24).  This legislation makes it a misdemeanor to
redeem foreign containers with fines and 93 days in jail.  It also
requires signs be posted at all redemption centers explaining these
penalties.
