E-M:/ deq/dnr split drives up administrative costs

An analysis prepared by the Senate Fiscal Agency shows administrative
funding for DEQ/DNR has increased $7,540,699 after adjusting for inflation
in the last three fiscal years. These are the three years since the former
DNR was split into two agencies.

That's a 21.8% jump in administrative appropriations while resource program
funding only went up 3.8%, and environmental program funding fell 22.3%.
Although not all of the increased administration costs are attributable to
the split, duplicative administrative jobs have been created.  The $7.5
million could better have been spent to protect natural resources and the
