The State House of Representatives yesterday passed Senate Bill 4, a
measure limiting out of state solid waste imports, and returned it to the
Senate.  Unless the Senate approves the bill today -- in a session expected
to last into the evening -- it will die.

The original S.B. 4 merely said solid waste imports to Michigan were banned
when (and if) Congress grants states authority to do so.  An amendment by
Sen. Alma Wheeler Smith strengthened the bill to ban upon the effective
date of the bill the import of wastes from states and countries that do not
have solid waste standards comparable to Michigan's.  This would limit
waste from some surrounding states which do not ban disposal of certain
hazardous wastes from landfills.  The House approved a further amended
version yesterday. 

This is the closest Michigan has come to effective controls on solid waste
imports since a 1988 law (which was later overturned by the U.S. Supreme
Court).  Unfortunately, the waste industry opposes it.  The position of the
sponsor, Sen. Loren Bennett, is unclear because of the Smith amendment.
