Dear Colleague:

The Great Lakes Commission, in cooperation with the USDA-Natural
Resources Conservation Service (NRCS), is soliciting proposals for
funding under the Great Lakes Basin Program for Soil Erosion and
Sediment Control. The goal of this program is to protect and improve
Great Lakes water quality by controlling erosion and sedimentation;
limiting the input of associated nutrients and toxic contaminants; and
minimizing sources of sediment which cause off-site damages to harbors,
streams, fish and wildlife habitat, recreation facilities and the
basin's system of public works.

The Great Lakes Basin Program is a joint federal/state initiative with
funding provided by NRCS and program coordination provided by the Great
Lakes Commission. The Commission is an interstate compact agency of the
eight Great Lakes states that promotes the informed use, management and
protection of the water and related land resources of the Great Lakes

Up to $350,000 is available during Fiscal Year 1999 for projects that
address the goals and meet other criteria presented in the RFP (see
http://www.glc.org/projects/basin/rfp99/httoc.html). Eligible applicants
include units of state and county government, watershed councils, soil
and water conservation districts, academic institutions, environmental
groups and other non-federal public entities or non-profit organizations
in the United States. U.S. federal agency and Canadian applicants are

A regional Soil Erosion and Sedimentation Task Force (which oversees the
program and determines funding priorities) is interested in supporting
projects of $25,000 or less to maximize the number of projects and
activities under the program.

Applicants must submit proposals of five pages or less in length that
follow the prescribed format. Detailed evaluation criteria are presented
in the RFP. Those projects that best address Great Lakes Basin Program
priorities and meet program criteria will be recommended for funding.
Proposals first undergo task force review at the state level; applicants
are therefore strongly encouraged to contact the appropriate task force
member to discuss programming priorities. A membership roster is
included in the RFP packet as Appendix A.

Proposals must be received at the Commission offices before the close of
business (5:00 p.m. EST) January 15, 1999. Applications by mail, courier
or hand delivery will be accepted; faxes and e-mail applications will
not. Successful applicants will be notified on or before May 15, 1999
and informed of any administrative requirements prior to project

The Great Lakes Commission and NRCS welcome inquiries about the RFP or
regarding Great Lakes Basin Program funding priorities. We also welcome
