TITLE: Notice of Violation Issued to Marathon Ashland Petroleum LLC,
Detroit, Michigan 

ACTION SUMMARY: On December 30, 1998, the Air and Radiation 
Division issued a Notice of Violation (NOV) to
Marathon Ashland Petroleum LLC, Detroit, Michigan, for violation 
of the Wayne County Air Pollution Control Division
Regulation and Michigan State Implementation Plan at its 
Detroit, Michigan refinery. 

Specifically, in four stack tests conducted
on June 23-24, 1992; November 28-29, 1995; December 17, 1997; 
and October 22, 1998, sulfur dioxide ( SO2) and
particulate matter (PM) emissions from the refinery's Fluid Catalytic 
Cracking Unit and Fluid Catalytic Cracking Unit/Carbon
Monoxide Boiler were 57% above the allowed limit for PM in 1992, 
9% above the allowed limit for SO2 in 1995, 345%
above the allowed limit for PM and 125% above the allowed limit 
for SO2 in 1997, and 79% above the allowed limit for SO2
in 1998.

Sulfur dioxide is particularly irritating to mucous membranes 
of the upper respiratory tract. Inhalation of high
concentrations may cause death as a result of respiratory 
paralysis and pulmonary edema. Particulate matter can be damaging to
human health by entering the respiratory tract, damaging the 
respiratory organs and causing respiratory infections.
