Exciting news for supporters of land-use and transportation reform...

Finalists for the first round of TEA21's new "Transportation and
Community System Preservation Pilot Program" (TCSP) were announced in a
press release earlier this month by Sec. Rodney Slater. That release,
including a summary of the finalist's proposals, and can be viewed at:

http://www.dot.gov/affairs/fhwa0199.htm

This program, funded annually, is intended to better link transportation
and land-use decisions, and was inspired primarily by smart growth
initiatives in Oregon and Maryland.

>From the release, the two finalists from Michigan were:

--Saginaw metro area, $48,000. Identify land use and transportation
scenarios with public and business groups to retrofit a congested,
suburban retail commercial area to be pedestrian friendly.

--Lansing metro area, $350,000. Develop a shared regional vision of
future land use and development patterns in the Lansing area.

Interested citizens should contact those respective Metropolitan
Planning Organizations (MPO) and ask how to get involved in their
projects:

Saginaw County Metropolitan Planning Commission
(517) 797-6800

Tri-County Regional Planning Commission
Lansing (517) 393-0342

Also, according to the release, the overall goals of the program are to:

--improve transportation efficiency,
--reduce the negative effects of transportation on the environment,
--reduce the need for costly future public infrastructure investments,
and
--give people better access to jobs, services and trade
          centers.

This is a very exciting and innovative transportation program in which
citizens and concerned groups can make a big difference. And if work is
not currently being done in your community to better link these
decisions, urge your elected officials to seek funding for the next
round later this Spring, or next year.
