     US EPA officials say Ohio's proposal to reduce nitrogen oxide
emissions by 65% instead of the federally mandated 85% is unacceptable. 
     The EPA last fall ordered states to develop a plan to reduce NOx
emissions by 85% by 9/99.  But Ohio Environmental Protection Agency
chief Robert Hodanbosi last week proposed the 65% cut, saying the
stricter limits would cost companies too much.
     John Hollback of Columbus-based American Electric Power said
retrofitting coal-burning plants could cost the company between $218
million and $289 million, while annual operating costs could
increase $20 million.
     Ohio, which ranked third in the US in total NOx emissions in 1996,
"is standing by" its efforts, despite the possibility of federal
sanctions, said Ohio EPA spokesperson Carol Hester
(Dayton Daily News, 1/17).
