Considering the  sponsor, this measure may have been  spurred in part by
the lawsuit concerning the Minden Bog property that is being mined for
peat by Michigan Peat, Inc. (a subsidiary of Bay-Houston Towing Co.).
They have been sued by the federal government for peat mining without a
wetland permit; the case goes to court in May.  The company is currently
under an injunction not to mine, so their employees are temporarily out of
work.  Also, the company would like to expand its operations to include
another large parcel in addition to the area they're already mining, but
they may be afraid that the federal lawsuit may prevent this.  This may be
the economic impetus behind this bill.
