Recycling plastic bags is getting more difficult and as to why, the short
answer is that it's difficult to recycle this material economically. 
Handling costs are high because the material is bulky and there are few
if any processing plants nearby.  The resale price for recycled plastic
is also very low and when you compare this to how cheap virgin plastics
are, it becomes difficult to recycle the stuff w/out loosing a lot of
money.  When Meijers had a bag recycling program, the bags were actually
being sent all the way to somewhere near Viginia.  More resources were
probably wasted in transporting the material than were saved by recycling
	Reusable canvass bags are probably the best  option although it
can take a while to get into the habit of remembering to bring them with
you.  Canvass is strong and I feel works much better than plastic or
paper.  Of course you can reuse paper bags for a while.  Paper is at
least made from a renewable resource and is less likely than plastic to
choke some wild thing or for that matter your child.
