The Senate Governmental Affairs Committee has scheduled a 
markup for next Thursday, May 13, of the comprehensive 
regulatory "reform" bill (S. 746) being pushed by Sens. Fred 
Thompson (R-TN) and Carl Levin (D-MI), as well as another bill 
(S. 59) requiring the Office of Management and Budget (OMB) to 
conduct a cumulative cost-benefit analysis of the entire 
regulatory system (referred to as regulatory accounting).

It is urgent that you send letters to committee members, who 
are listed below, asking them to oppose both these bills, which
would further delay an already time-consuming rulemaking 
process and undermine future standards for public health, 
safety, civil rights, and the environment.

Those who were opposed to last year's version of the 
Thompson/Levin bill but have yet to take a position on this 
year's version include Sens. Daniel Akaka (D-HI) and Max 
Cleland (D-GA). Sen. John Edwards (D-NC), who was not a member 
of the Senate last session, has said he has "very serious 
concerns" with S. 746, but has also not made a final decision.
It is especially important that these senators hear from us.

You may send letters on S. 746 and S. 59 (which have been 
prepared for your convenience) to committee members through OMB
