What is the benefit of getting rid of older small engines? Is it important - it seems the media thinks so.  Is the rebate then creating a beneift worth the cost?

This issue may be actually worse than it first appears if state officials
intend to create Emission Reduction Credits (ERCs) with any claimed
emission reductions.....  if such ERCs are used to justify higher emissions
elsewhere, particularly in the highlypolluted, high impact communities
that Russell Harding claims have nothing to do with "environmental
justice."

In California, a program of a similar nature where old cars were taken
off the road and the emission reduction credits gained were used to 
justify emission offsets in industrial areas.....was overruled in the courts
in litigation conducted by CBE on EJ and CAA grounds.
