Great Lakes United has now posted on the Web the seminal 1997 report we
published with the Canadian Environmental Law Association, "The Fate of the
Great Lakes: Sustaining or Draining the Sweetwater Seas?"

The book can be found under "Documents" at:

The 96-page report has just gone out of print. The "Fate" report is widely
considered the first comprehensive treatment of lakes water quantities and
it remains an essential guide to Great Lakes water quantity issues.

GLU and CELA's use of the report to advocate a basinwide conservation
regime is appearing prescient given recent awareness of global trade in
water; it seems likely that only ecology-based restrictions on water export
and diversion have any long-term chance of withstanding trade agreement
-based challenges.

Users can download a high-resolution version of the fully footnoted,
indexed, illustrated 96-page book via an Acrobat (.pdf) download, a format
directly accessible in most browsers, or view it all (except the index)
online, chapter by chapter.

Contents of the "Fate" are:

The Ins and Outs of the Lakes

1 The Sweetwater Seas
2 Water Uses
3 Diversions

Who's In Charge? The Patchwork of Protections

4 The Great Lakes Charter
