Less than 3 weeks before the scheduled summer adjournment of the
Legislature, the Engler Administration has yet to transmit its
recommendations on how to spend environmental bond money for action by the
House and Senate. This is leading to great concern among lawmakers;  a
rumor has circulated that when the 2000 DEQ budget arrives on the House
floor later this week, the recommendations, which could total $100-$200
million, will be added as a lump sum and little or no floor debate will be
allowed in the House or Senate.  To forestall that, the House
Appropriations Committee adopted an amendment last Friday which requires
the recommendations to be forwarded to committee as a separate bill.

Citizens anxious to see the money spent the way the TV ads promised, and
not on wasteful programs and studies, must be extra vigilant the next few
weeks.
