E-M:/ engler creates solid waste importation task force

Governor Engler has issued an executive order creating a solid waste
importation task force to "provide recommendations...concerning the control
of interstate and international waste imports."

The order, dated May 28, creates a 10-member task force, with six appointed
by the Governor and two each by the Speaker of the House and the Senate
Majority Leader.  The task force report is due December 1, 1999.

Michigan now imports from other states and Canada over 12% of the garbage
buried in Michigan landfills, and this amount increased 4% in 1998.
Indiana, Ohio, Illinois and Ontario are prime exporters of waste to Michigan. 

Whether more study by a task force will do anything is debatable.  Last
week, the House agreed to a Senate-sponsored amendment to Governor Engler's
fiscal year 2000 DEQ budget which was proposed by MEC.  It would
appropriate $115,000 for two criminal investigators to assist with probes
of out-of-state waste.
