E-M:/ MNFI looks good in House version of DNR Budget Bill

Sorry about the delay on this -- Under the leadership of Representative Bill
Byl, the House has modified the language in the DNR Budget (SB 370) regarding
Michigan Natural Features Inventory to the following:

"Sec. 210. The department shall submit a transition plan for the future
operation of the Michigan natural features inventory program to the house and
senate appropriations subcommittees on natural resources and environmental
quality by March 1, 2000. The plan shall provide for activities, including,
but not limited to, the survey, research, and documentation of the biological
resources of the state.  The plan shall ensure that an integrated, complete,
and current record of information developed from this inventory program will
be available to researchers and the general public."

SB 370 passed the House as amended and is on its way to conference committee.
Rep. Byl and the members of his Appropriations subcommittee deserve a lot of
credit and thanks for fully comprehending the effects of the language which
had come over in the Senate version of the bill, and modifying it. The new
language gives the agency, MNFI and the Nature Conservancy the time needed to
develop a good transition plan.

Thanks to all who spoke out about this important program!  Until the
conference committee process is complete, however, the issue is not entirely
resolved.  Stay tuned in the event there is any change in the House language
emerging from conference committee!
