After an hour of spirited debate, the State House today passed for the day
a resolution (H.R. 98) putting Michigan on record opposing the Kyoto
Protocol limiting greenhouse gas emissions in order to curb global climate

But in a surprising show of strength, opponents of the resolution mustered
47 votes for a substitute that expresses equal concern about the
environmental impacts of climate change and urges Congress to make
responsible energy efficiency investments as an insurance policy against
global warming.  The substitute was rejected 58-47.

Offered by Rep. Mark Schauer, the substitute resolution was strongly
defended by Rep. Liz Brater.  State Reps. Bill Byl and Patricia Godchaux
should be commended for crossing partisan lines to support the Schauer

The original resolution will be debated again in the State House next week.
Citizens concerned about another irresponsible dirty air resolution from
the House should spend the next few days writing, e-mailing, faxing or
meeting with their State Representatives.
