Lieberman introduced the Clean Energy Act of 1999 (S.1369) on July 14th. The legislation enjoys the strong support of numerous organizations advocating for sustainable energy and clean air. The legislation will ensure that if national electric utility restructuring is implemented, it will be done in a manner that creates a sustainable energy future by promoting energy efficiency and clean renewable energy and by placing strict limits on air pollution, thereby protecting the environment and public health. The bill includes the following provisions (details available from UCS): 1. Renewable Portfolio Standard, 2. Public Benefits Trust Fund, 3. National Emissions "cap" (with yearly scheduled reductions for nitrogen oxide (NOx), sulfur dioxide (SO2), carbon dioxide (CO2) and mercury), 4. Net Metering, and 5. Disclosure Requirements. A coalition of clean air, renewable energy and energy efficiency groups are united in a campaign to recruit additional cosponsors for the bill. In addition to Jeffords and Lieberman, the following Senators have already decided to co-sponsor the bill: Moynihan, Schumer, Kennedy, Kerry (John), Dodd, Lautenberg, Reed and Feinstein. It is particularly important for Senators to hear from people and organizations who are located in their State. We encourage people who receive this e-mail to become active in this campaign.
