David,

Could you please elaborate on why the Sierra Club opposes trading programs?  
Also, can you please tell me the process that your organization follows to 
determine official stance on a given issue?

While I am not going to say that programs like trading are the panacea of 
environmental protection, they have had some successes in reducing pollution 
through voluntary action and cost little or nothing to implement. A good 
indicator that trading programs might have merit is that they are opposed by 
both the left (shouldn't license pollution, blah, blah, blah) and right 
(destined to fail due to lack of true markets and real property rights, 
blah, blah, blah).

Finally, do you think the fact that Mr. Gore supports trading will hurt his 
reputation among your members?
