Enviro-Mich friends:

The US Fish and Wildlife Service has reopened the comment period for their
proposal to list the contiguous US population of Canada lynx under the
Endangered Species Act.  The listing discussion was brought about by years of
litigation by Defenders of Wildlife over this topic.  Most of Michigan is in
the historic range of the Canada lynx, although it has not been documented in
the state for a number of years.  Below is a portion of the letter I received
on this reopened comment period:

USF&WS is seeking "additional comments on the lynx proposal based upon new
information contained within a report, 'The scientific basis for lynx
conservation in the contiguous United States', also known as the Lynx Science
Report.  This report is being completed by a team led by the Rocky Mountain
Research Station, U.S.D.A. Forest Service.

"The entire report is not yet complete, so only chapters that have been
finalized will be available and entered into our administrative record.
Finalized chapters from the report can be retrieved from the Internet at
http://www.fs.fed.us/rl. ...If you cannot get the report through the Internet,
please call the Service's Montana Field Office (406) 449-5225.  Additional
information about the lynx is available at the Fish and Wildlife Service's web
site: http://www.r6fws.gov/endspp/lynx.

"Your written comments must be postmarked or e-mailed by September 25, 1999 to
the U.S. Fish and Wildlife Service, Montana Field Office, 100 N. Park Ave.,
Suite 320, Helena, MT 59601 or email: lynx@fws.gov...."

The letter notes that they intend to make a final decision by January 8, 2000.
The Federal Register notice on this was published August 18.
