Alex,
Have you and others made a constructive citizen comment to the MDEQ around the CCC program, and the areas you believe (or SC believes) need to be modified?

Here is one of the latest notices on the MDEQ Environmental Assistance
Division's so-called "clean corporate citizen" program....
Note in particular MDEQ EAD's offensive approach to the public notice
and participation aspects of this.....remember that these CCC facilities
are entitled to certain regulatory breaks and can even submit draft staff
reports for MDEQ staffers to sign on (rather than author themselves).
MDEQ's Calendar does not tell citizens how they may attempt to gain
information from MDEQ about a CCC application or that comments can
be submitted to MDEQ. All the public is told is that they must get
information
about the application from the company and that they must send their comments
to the company.
This is the Engler-Harding approach to public notice and
participation....and it really sucks!!

INTENT TO SUBMIT AN APPLICATION FOR CLEAN CORPORATE
CITIZEN DESIGNATION, DEWITT BARRELS, INCORPORATED,
GRAND RAPIDS, KENT COUNTY. (first notice) The Michigan
Department of Environmental Quality (DEQ) has received
notice from Dewitt Barrels, Inc., of its intent to apply for
Clean Corporate Citizen (C3) designation. The C3 program
provides incentives for improved environmental protection.
Regulated sources that have demonstrated environmental
stewardship can receive C3 designation and public
recognition for their efforts and are entitled to certain air
quality permit processing benefits. As part of the
application
process, Dewitt Barrels, Inc., will be accepting public
comments and making its application available for public
review until 5:00 p.m., September 13, 1999. Contact Dewitt
Barrels, Inc., directly to submit comments or for information
