Michigan Rider update: All is not lost- yet!

Two weeks ago the Senate passed the Interior Appropriations bill along with
TWENTY anti-environmental riders still attached (For those of you unfamiliar
with the term, a rider is a piece of legislation that would not pass on its
own which is attached to must pass legislation.)  Congress needs to learn
that this process of legislating is undemocratic and is just plain dirty
politics.   There are a number of efforts afoot to continue the push to
remove ALL anti-environmental riders from appropriations bills.

First, Representative Dicks (D-WA) offered a Motion to Instruct on the floor
of the House.  This Motion outlined the House's "strategy" going into the
House-Senate Conference Committee.  It supported the House's amendment to
limit the size of mining waste dumps on public land and disagrees with the
provisions in the Senate version that "will undermine efforts to protect and
restore our cultural and natural resources." (read anti-environmental
riders.)  I've attached the list of how Michigan's Representatives voted.
Please thank those who voted in favor of this measure.

Second, letters are circulating on Capitol Hill from Democratic Senators and
Representatives asking President Clinton to veto any legislation that
contains anti-environmental riders.  Michigan's Representative Bonior has
been quite helpful working to get these letters drafted.  This is important
so that folks in Congress here the threat and remove ALL anti-environmental
riders.
ACTION: Call your Democratic Senators and Representative and ask them to
contact Senator Durbin (for Senate version) or Representative Vento (for
House version) to sign on to the letter.  Call the Capitol Switchboard to
