 The following story is an example of the incredibly bad decisions being made by DEQ director Russ Harding.  
  In this case, a decision favorable to GM that will saddle future generations using the Saginaw Bay and River with the highest concentration of PCBs in the state.  Already an Area Of Concern (AOC), this decision insures that it will continue, despite a natural resources damage settlement that will begin dredging PCBs out of the river in December. 
 Two division chiefs, Surface Water, and Environmental Response, called for the removal of these Crotty Street PCBs, but Russ Harding, concerned about the cost to GM, supported the corporation's plan of burial in place.
