Remedial plans to deal with contamination of a highly populated area by
municipal waste incinerator ash.......

DEADLINE FOR PUBLIC COMMENT REGARDING A PROPOSED REMEDIAL ACTION PLAN FOR 
THE SOCRRA SITE, MADISON HEIGHTS, OAKLAND COUNTY. Written comments are 
being accepted on a proposed remedial action plan (RAP) for a limited 
industrial and residential closure of portions of the Southeastern Oakland 
County Resource Recovery Authority (SOCRRA) site of environmental 
contamination, 29470 John R. Road, Madison Heights. The proposed 
RAP/closure calls for: (1) placement of 3 to 6 inches of clay and topsoil 
and establishment of a protective vegetative cover over the contaminated 
incinerator ash; (2) a continual operation and maintenance plan for the 
properties consisting of annual inspections of the cover; and (3) a 
covenant to restrict excavation or other activities that may compromise the 
cover. Properties affected are the Municipal Transfer Station (former 
Incinerator), the Silverleaf Park and City Senior Center, and the Lamphere 
School District ball fields associated with Page Middle School. The RAP for 
the portion of the site on the Red Oaks Golf Course is subject to the 
pending construction of the Twelve Towns Drain and will be submitted at a 
later date. A copy of the proposed RAP, including site investigation data, 
is available for review at the Michigan Department of Environmental 
Quality, Southeast Michigan District Office, Environmental Response 
Division, 38980 Seven Mile Road, Livonia, Michigan 48152-1006. Written 
comments should be postmarked no later than 5:00 p.m., March 8, 2000, and
