The House Conservation and Outdoor Recreation Committee took no action
on HB 5641 at its Thursday (4/20) meeting.  

The bill was opposed by representatives of the Michigan United
Conservation Clubs, the Michigan Environmental Council, the Michigan
Composting Council and the Michigan Recycling Coalition.  Various
industry representatives spoke in favor of the loophole.  

The Department of Environmental Quality testified that they may support
the bill if the window was narrowed to Dec. 15 to March 15 (the bill
allows disposal of yard clippings from Nov. 15 - April 1), and the
clippings were banned from solid waste incinerators. 

All indication were that the committee would attempt to move the bill
sometime in the near future.  

There was some discussion regarding the need for further education, both
on the need for more education on the benefits of composting and by
local governments to their residents on when yard clipping collection
will be conducted. 

The Michigan Environmental Council believes that the risk of increasing
out-of-state waste into Michigan, and the risk that communities or waste
haulers would stockpile waste for disposal after the deadline far
outweigh any perceived benefit alleged by the industry
representatives.   It is understandable that  waste companies would like
site more landfills in Michigan and fill them up, however, it is not
acceptable that our elected officials would let them.
