This would not be precedent setting.  For example, this follows on
the expansion of the Tilden Mine permit of a couple of years ago.
(And it is quite teensy compared with, say, an interstate project.)
The question isn't so much whether they ought not to do it as it is
how much they should expend in remediation and mitigation.
