Michigan is taking an entirely different course from that of Iowa, where
rural residents and an overwhelming majority of farmers prevailed against
Right to Farm legislation. Humbolt County ordinances were adopted by other
counties in Iowa--responsibility for removal and cleanup of spills,
financial assurance requirements, etc. However, in Michigan the state is
overriding the local government's ability to make sure that an industry
operating within its borders that poses a significant risk to public health
has the wherewithal to avoid a spill, prevent local degredation (odors),
and assume full responsibility if something goes wrong. It's not enough to
just follow GAAMPs.
