             Public meeting held to explain Consent Decree lodged in UNITED 
             v.TPI PETROLEUM INC. et al  Alma, MI.

             IMPACT: On May 10, 2000, representatives of the Department of 
Justice and EPA
             held a public meeting to explain the provisions of a consent 
decree, lodged on April
             21, 2000, to area residents in Alma, Michigan. Over 100 
members of the public
             attended the meeting. DOJ and EPA representatives also made 
themselves available
             to the local press and public officials earlier in the day to 
answer questions on the
             consent decree.

             BACKGROUND: On April 21, 2000, the United States lodged a 
Consent Decree
             resolving multi-media violations alleged against TPI 
Petroleum, Inc. during the
             operation of its Alma, Michigan Refinery. The consent decree 
requires that TPI pay $4
             million in civil penalty and conduct two supplemental 
environmental projects totaling
             $9.9 million. A complaint was filed concurrently with the 
consent decree. In August of
             1999, TPI announced that it would permanently shut down its 
Alma refinery, resulting
             in a loss of 250 jobs to the community. Since the shut down 
             members of the community have expressed interest in the TPI 
case negotiation.
