ALERT!

As you may know, Michigan is getting closer to finalizing regulations that
would allow water quality trading within watersheds. This is similar to the
air pollution trading that has been going on, with some similar and some
different drawbacks. Earlier this year, DEQ issued proposed regulations
under which surface water quality would be allowed. This has all been done
very quietly with very little fanfare.

Tomorrow, DEQ is holding a public hearing on these proposed regs, at 9 am,
at the G. Mennen Williams Auditorium at 525 West Ottawa Street in downtown
Lansing.

According to David Batchelor, the DEQ SWQ's market-based environmental
quality specialist, you can submit written comments at the meeting or mail
them to:

Surface Water Quality Division
Michigan Department of Environmental Quality
Knapps Center, 2nd Floor
P.O. Box 30273
Lansing, MI 48909-7773

The public comment period will close on June 14.

The proposed regs can be viewed at DEQs SWQ Div Water Quality Trading
website at: http://www.deq.state.mi.us/swq/trading/temp5x.htm

If you don't want to read the entire proposed rule, a good summary is
available at: http://www.deq.state.mi.us/swq/trading/progdes.htm

You decide--Is this really a good idea or another sellout by DEQ to big
business?
