As you may know, Michigan is getting closer to finalizing regulations that
would allow water quality trading within watersheds.  This is similar to the
air pollution trading that has been going on, with some similar and some
different drawbacks.  Earlier this year, DEQ issued proposed regulations
under which surface water quality would be allowed.  This has all been done
very quietly with very little fanfare.

Tomorrow, DEQ is holding a public hearing on these proposed regs, at 9 am,
at the G. Mennen Williams Auditorium at 525 West Ottawa Street in downtown

According to David Batchelor, the DEQ SWQ's market-based environmental
quality specialist, you can submit written comments at the meeting or mail
them to:

The public comment period will close on June 14.
