 For your information, a pillar of the economic community in Bay City, the
Monitor Sugar Company, has had a history of offensive odors (Rule 901
violations with no consequences).  Recently the company asked for permission
to discharge into State waters in July and August, a permit modification
requiring approval by Surface Water Quality Division (SWQD), Lansing DEQ. 
  A FOIA by Lone Tree Council found a two year history of permit
non-compliance in a number of areas: temperature, acute toxicity, Biological
Oxygen Demand (BOD), and rotting anaerobic organic materials (the smells).
Lone Tree recommended the permit modifications be denied, as did MEC through
Dave Dempesey. 
  And so has the local SWQD, until the problems have been remediated.
  It is important that the DEQ support this staff -- they are doing the
right thing.
