E-M:/ possible wetlands violation -- on film

Rob Silver, a concerned citizen, has documented on the Internet a potential 
violation of the Inland Lakes and Stream Act or the Wetland Protection Act 
by the DNR, which constructed a boat launch on Hubbard Lake this fall. He 
is seeking to get an inspection by the district office of DEQ.  In what may 
be a new model for citizen activists, he has posted photographs of the 
alleged violation on the Internet.  MEC is hoping to assist him in getting 
a response to his complaint.  The photos are at the web site below.  For a
