Here (link above) is a model wetland ordinance from the EPA.

If you are going to pass a wetlands protection ordinance it will enhance 
your cause if you have an inventory specifying location and size of your 
wetlands (map)as part of the master plan or ordinance. The master plan must 
also support or explain the reasoning behind the desire to protect your 
wetlands.

I think the following publication by Tip of the Mitt Watershed Council may 
provide assistance.

  I think that Mike Walter, an attorney who serves as a city council
member in Auburn, Indiana, has made his
model wetlands preservation ordinance available on-line.
  Maybe you can look under Indiana government or Cedar Creek Wildlife Fund.
I will try to find this out and post the info.
