In the last few weeks, Detroit Public Schools has been finishing their barrier of fabric, crushed concrete and soil overlying the contaminated site where they have constructed the new Beard Elementary School in southwest Detroit. Yesterday, workers began dismantling this barrier in two of the four areas where recently released test results from MDEQ showed levels of PCB's in some places ten times higher than results from the same samples obtained by DPS consultants. The four new PCB "hot spots" discovered makes a total of six locations in and around the school's baseball field which have had to be remediated because of dangerously high PCB levels. In addition, MDEQ and DPS testing has revealed five other locations in the same area with PCB levels that exceed residential Direct Contact Criteria, but are not high enough to trigger remediation under DPS' present work plan.
Worried parents, already concerned about what unknown toxins might remain on the site, now have yet another reason to be concerned.
The testing for PCB's and other contaminants only came about through requests by the community. DPS had received approval from MDEQ to only test for lead and arsenic during this final round of soil testing. The community had also requested that DPS wait until all test results were returned prior to laying their barrier. DPS chose instead to move forward with only their own tests in hand.
Last week, twelve parents filed a lawsuit in federal court regarding the school and have requested a preliminary injunction to keep the new Beard School closed until plaintiffs can be assured of its safety. A hearing on the preliminary injunction is scheduled for August 13 at 11:30am with Judge Denise Page Hood presiding.
Parents and concerned citizens have been meeting weekly on Thursday nights at 6pm at the American GI Forum, 6705 W. Lafayette. The recent findings only serve to remind the community of the importance of their efforts.
