NOTICE OF PUBLIC HEARING
TAKE NOTICE, that the Land and Water Management Division of the Michigan Department of
Environmental Quality will hold a public hearing in the Big Rapids Middle School, Multi-Purpose
Room, 500 North Warren, Big Rapids, MI. at 7:00 p.m., Thursday, August 30, 2001.
The purpose of this hearing is to secure the views of interested persons concerning the following
application for permit:
Application for Permit 01-54-0017-P under Part 301, Inland Lakes and Streams, of the
Natural Resources and Environmental Protection Act, 1994 PA 451, as amended, by
Great Spring Waters of America, Inc., 110 Elm Street, Suite 3, Big Rapids, Michigan
49307. The applicant purposes to place water pipelines. The paired six-inch diameter
water pipeline will cross eight streams and 18 wetlands. The parallel pipelines will be
placed with a 20-inch diameter casing at two of the eight stream crossings. The
approximately 12 mile long proposed pipeline begins in Section 31 of Martiny
Township and extends southeast to Section 26 in Mecosta Township. The pipeline will
transport spring water from a series of boreholes and route it to a proposed bottling
facility near the 8-mile Road exit of the US 131 Expressway. Two pipeline (herein
collectively referred to as the pipeline) are proposed within the same trench. Each line
will be 6-inch in diameter stainless steel. A minimum of 30 inches of cover is proposed
over the pipeline. The project is located in T14N, R9W, Sections 12, 14, 15, 16, 17,
19, and 20 Austin Township, T14N, R9W, Section 31, Martiny Township, T14N, 10W,
Sections 24 and 26, Mecosta Township, T14N, R8W, Sections 6 and 7, Morton
Township, Mecosta County, Michigan.
The application may be reviewed in the Land and Water Management Division, DEQ, 350 Ottawa,
N.W., Grand Rapids, Michigan 49503, during normal office hours. The public hearing record will
remain open for 10 days after the public hearing date. Any written comments to be submitted for the
public hearing record must be received at this address on or before the close of the record.
The hearing will be held pursuant to Section 30105 of the cited statute. The hearing will not be a
court-type proceeding; witnesses will not be sworn, and there will be no cross examination. Public
hearings are primarily informational and are held to encourage the expression of views and
presentation of facts.
The Michigan Department of Environmental Quality will, upon written request, provide a copy of the
Department's decision on this application.
