Please call Senators Levin and Stabenow urging
that the Kit Bond rider be defeated.....

URGENT: Calls needed THIS MORNING to all members of Congress--
Proposal to exempt farmers from env. laws on the floor for a vote!

Last night Senator Bond (R-MO)introduced an amendment to the Farm Bill
giving the President broad authority to waive environmental laws and
other laws if proposed agency actions have a significant adverse
economic impact on farmers or jeopardize their personal safety.
Grassley, Enzi, Hagel and Miller co-sponsored the amendment.

This rider will be debated and voted on by the Senate THIS MORNING.

The amendment would direct the U.S. Department of Agriculture (USDA)to
review all proposed agency actions to see whether a proposed agency
action would have a significant adverse economic impact on farmers or
jeopardize the safety of farmers. USDA is supposed to develop
alternatives and consult with the action agency. If
USDA and the action agency can not reach agreement, USDA can elevate the
decision to the President. The President can block the proposed agency
action if it would have a significant adverse economic impact on farmers
and would jeopardize the public safety of farmers.  The President could
not block the agency proposal if the proposal is needed to protect human
health, or national security

This amendment would give the President the power to:

-- block National Marine Fisheries Service and the Fish and Wildlife
Service actions to save threatened and endangered species under the
Endangered Species Act
-- block EPA from implementing new rules to protect drinking water
under the Safe Drinking Water Act
-- block EPA from implementing new rules to protect impaired rivers,
lakes and bays under the Clean Water Act
-- block the BLM from adopting new rules governing the management of
public lands under FLPMA
-- block OSHA from adopting new rules to protect farm workers
-- block implementation of the Coastal Zone Management Act
-- block implementation of Clean Air Act standards on particulate matter
-- block new rules to protect the public from harmful pesticide and
herbicides under FIFRA
-- block all other federal agency actions impacting farmers, including
civil rights laws.
-  block USDA from implementing new meat and poultry inspection
techniques and standards to reduce the risk of E-coli and other
- block EPA from listing new pesticides under the Food Quality
Protection Act.
- prevent EPA from moving forward on TMDL rules.
- prevent HHS and FDA from issuing new food labeling requirements.
-- block the Army Corps from regulating wetlands under the Clean Water
