Please do not post huge attachments like this to postings on enviromich. As 
a matter of course, I simply delete them without reading them, as do many 
others. The information can be either linked to or can be placed in the 
document (as this seems to have been, redundantly). These huge emails wreak 
havoc with my email account and with many others. Communication can take 
place more efficiently without attachments.
