You should ask Bill Cooper about the history of these bombing runs. When
Professor Cooper was Chair of the Michigan Environmental Review Board, he
examined these exercises.  Later, Bill  developed a wonderful lecture that kept
undergrads bedazzled for many years. The most interesting part of the lecture,
to me, was the part where Bill talks about sharing with Governor Milliken's
staff the news that national guard  training exercises included training to
get our  pilots ready just in case they had to fly a mission where they came in
low over a body of water to attack a nuclear generating facility.....
Bill can tell you the rest of the story.  You might consider a brownbag lunch
built around a few of these amazin' stories of what Federal officials used to
say at MERB reviews of Federal projects and operations. He has another lecture
about Project Seafarer/Sanguine/Elf that is very good too. Be sure to ask him
about the animal experiments.....
