An article in the Ionia Sentinel Standard, 4/24/02, announcing the
designation of one of two MAEAP CAFO operations in the state, reports that
Russ Harding, DEQ Director, was at the event, along with other state
officials, Farm Bureau officials, etc. The article says:

"Russ Harding, Department of Environmental Quality director, said farmers
are willing to follow voluntary practices, and that the department enforces
rules and regulations when necessary.

"However, he said the issue of the environment needs to be removed from the
agenda. Harding said the two most important issues are cheap food and cheap
energy."

Now that was the director of Dept. of WHAT Quality???
