If there is a real study of shipping nuclear waste across the Great Lakes in
progress, you might want to take a look at earlier studies. There would be
historic records left of at least two earlier studies involving controversies
that came before the Michigan Environmental review Board and other state
environmental agencies.  One involved a U.S. Department of Energy proposal to
dispose of nuclear waste for 10,000 years or so in the salt deposits beneath
Alpena. Part of the proposal raised the possibility that the NRC would take
spent nuclear fuel from foreign governments that were
operating under agreements with the Nuclear regulatory Commission. Armed with
arguments about the danger to the Great Lakes from both the transportation
and storage of the waste, and the associated dangers of storage in
salt, Attorney General Emeritus Frank Kelley went to Alpena, and speaking to a
joint meeting of the service clubs (Kiwanis etc) threatened to file suit to
challenge the adequacy of the environmental review process.  The project was
later relegated to deep standby posture and the national search for a site
turned westward.  A second proposal involved the shipment of a large piece of
equipment that had actually been used in a nuclear generating facility (a
turbine, I think) from a Michigan Nuke facility. The proposal was to ship it
entirely by water through the Great Lakes system. Professor Bill Cooper, Chair
of the Michigan Environmental Review Board, state environmental and public
health officials, and several distinguished professors, analyzed the proposal
for the Govenor.Bill Cooper can give you the details. He has a fine lecture on
the relative risk of such proposals that he occasionaly delivers. It is a very
entertaining lecture.
