A state lawmaker this week plans to introduce a $3-per-ton charge on trash
thrown into Michigan landfills. The revenue -- about $60 million a year --
would fund recycling programs and create markets for recyclables.

"I think Michigan has a pathetic record on recycling and that with some
state incentives we can move recycling forward," [Rep.] Kooiman said.
