Friends:

Sierra Club has been checking the DEQ's "Permits on Public Notice" website
daily since notice was given last week that Concentrated Animal Feeding
Operations NPDES general permit would be officially out for public comment
period on November 1st, and that the hearing would be held November 21st.
Today, seeing no sign of the permit at this website

I contacted the DEQ and was told that the proposed permit will be posted at
the DEQ offices listed on the notice, but that although the notice states
that the permit and background info will be available at the website, it
won't be posted until next week (see complete notice below).

However, after raising these concerns I was sent a copy of the proposed
permit and other materials by Mike Bitondo of DEQ and would urge others who
want to get a copy of the materials today, without having to visit your
local DEQ office, to contact Mike to get your own copy:

PUBLIC NOTICE of PERMIT AND FINAL DETERMINATION

		Date:  November 1, 2002
		Permit No. MIG440000


The Michigan Department of Environmental Quality proposes to issue a new
general discharge permit and a final determination for animal feeding
operations.  The applicability of this general permit and the final
determination shall be limited to facilities which are of this type and
which meet the criteria established in the general permit and the final
determination.

This general permit is expected to apply to multiple facilities of this type
throughout the state of Michigan.  Discharges from animal feeding operations
that may cause or contribute to a violation of a water quality standard are
not authorized by this permit.  In order for a specific facility to be
covered by this general permit, the facility must apply for and be issued a
"certificate of coverage" by the Michigan Department of Environmental
Quality.

A public meeting/hearing with the Michigan Department of Environmental
Quality is being held to seek additional public input on the issuance of
this general permit and the final determination.  All interested parties are
invited to present oral and written comments, and these comments will be
considered prior to taking action on the permit and the final determination.
The meeting/hearing will be held on November 21, 2002 at the Holiday Inn
West, 7501 West Saginaw Hwy., Lansing, Michigan  48933.  The meeting and
hearing is scheduled as follows:  Public meeting from 3:00 p.m. to 4:30 p.m.
and from 7:00 p.m. to 8:30 p.m. and public hearing from 4:30 p.m. to 6:00
p.m. and from 8:30 p.m. to 10:00 p.m.  The public meeting/hearing was public
noticed on October 22, 2002.

Comments or objections to the permit and the final determination received by
December 2, 2002      will be considered in the final decisions to issue
these documents.  Persons desiring information regarding the permit and
final determination, procedures for commenting, or information on the
