LANSING -- A state hearing today on regulating farm pollution is generating
as much heat for the way it will be held as for the long-standing
controversy it seeks to resolve.

"They might as well set up a damn telephone and have you call in your
comments," said Anne Woiwode, director of Michigan's chapter of the Sierra
Club. "This has the effect of curtailing what a public hearing is intended
to provide."

"They're trying to gain efficiency by sacrificing democracy, and that's
never a good choice," said Barbara Mack, a journalism professor at Iowa
State University.
