Zoning schemers and paved roads are sometimes tied together.  The public is most often uninformed and do not always connect the township governments with urban sprawl.  In one West Michigan township, the supervisor was also the biggest realtor of the area.  He put his associate in as head of the zoning board.  Bingo!  Township zoning ended up changed and odd gravel roads became blacktop to the zoning.  The properties were bought cheap, rezoned, subdivided, and tax paid road improvements followed.  The public never mad the connection for several years.  Today the public is becoming more informed, but conflict of interest is still alive and well around the state.
