The Michigan Department of Environmental Quality (MDEQ) and the United
States Environmental Protection Agency (U.S. EPA), Region 5, hereby give
notice that Dynecol, Inc. (Dynecol) submitted a Hazardous Waste
Treatment and Storage Facility Operating License modification
application on August 1, 2003 (application) for their facility located
at 6520 Georgia Street, Detroit, Michigan 48211.  Dynecol was issued a
Hazardous Waste Treatment and Storage Facility Operating License
effective March 16, 1998 (operating license), pursuant to the federal
Resource Conservation and Recovery Act of 1976 and the Michigan Natural
Resources and Environmental Protection Act, 1994 PA 451, as amended, for
their hazardous waste management activities.  The operating license
expires March 16, 2008.  In the application, Dynecol proposes to add
waste codes to their hazardous waste container management facility,
eliminate groundwater detection monitoring, and add additional
wastewater treatment equipment.

The MDEQ and U.S. EPA are reviewing the application and are soliciting
public comments on the adequacy of the application and any issues
associated with Dynecol's past operation.  Based upon this review, the
MDEQ and U.S. EPA will propose to issue or deny the operating license
modification.  Prior to a final determination, the agencies will seek
public comments regarding the draft license modification or denial.

Dynecol's application is available for inspection at the MDEQ, Waste
and Hazardous Materials Division Office, Atrium (Lower) Level North of
Constitution Hall, 525 West Allegan Street, Lansing, Michigan (contact

District Office, 38980 West Seven Mile Road, Livonia, Michigan (contact
