E-M:/ Same old drain code back again!

Essentially the same revision of Michigan's drain law is back again this
Thursday at an 8:30 am meeting of the Senate Ag Committee chaired by
Sen. Gerald VanWoerkom (other members Liz Brater, Ron Jelinek, Buzz
Thomas and Jud Gilbert). The bill is SB 217 (S-2).
Although "workgroup" sessions were held this summer, none of the major
suggestions were incorporated in this revision, while at the same time
all the flaws that led to the bill's demise in the Senate in 2000 are
kept in. When will Michigan face up to the need for fundamental reform
of its drainage policy and quit trying to shoehorn Phase II storm water
plans into a bill that permits unlimited taxes for projects that cannot
be challenged in court, at the ballot box or through other civil action?

Since there may be an attempt to rush the bill to a Senate vote, stay
tuned for an update and get your comments ready.
