I found this today on the scorecard.org site.  It looks like a potentially
serious change in TRI, Timmons

EPA Considers Loopholes for Reporting on Toxic Chemical Releases
Your right-to-know may be in jeopardy. Take action by sending comments to
EPA by February 4.
U.S. EPA is considering several options for reducing the reporting
requirements under the Toxics Release Inventory (TRI), a key component of
Scorecard and the most comprehensive national source for information on
toxic chemical releases.
The options being considered include: Raising the cut-off so that some
facilities would no longer have to report to TRI;
More widespread use of a short form that will reduce public access to
meaningful data on releases of toxic chemicals; and
Allowing facilities to report a range, instead of actual amounts of waste
recycled, burned, or treated.
Learn more and submit your comments to EPA's online dialogue by February 4.
