Enviro-Mich message from "Alex J. Sagady & Associates" <ajs@sagady.com>

On 2/16, 2004, the Little River Band of Ottawa Indians
submitted a letter to Michigan DEQ Water Division
concerning comments of the Tribe on the proposed
NPDES wastewater discharge permit for the Packaging
Corporation of America plant in Filer City, MI on
Manistee Lake.

The letter was signed by the Ogema of the Little River
Band, Lee Sprague.

This plant [PCA] causes serious water quality standard violations
for color pollution in Lake Michigan.   The MDEQ has allowed
NPDES permits for this plant for decades that did not contain
any technology-based or water quality standard-based effluent
limitations for the discharge of color pollution, in violation of requirements
of the Federal Clean Water Act and applicable federal clean water

I had a significant role in drafting the letter, along with the Tribe's
natural resources staff and attorneys.   It is available at:
