What's the rationale for continuing to require
taxpayers to subsidize these activities through
general  fund expenditures? Is it really too much to
ask those who dump their wastes into Michigan waters
to fund the costs of monitoring their activities? Some
compromise - the taxpayers are only getting fleeced
for half the costs of the program.
