Below is a notice of public hearings that are scheduled for the purpose
of receiving comments on proposed administrative zoning rules for the
Pine and Upper Manistee Rivers.  Both rivers were designated as Natural
Rivers by the Department of Natural Resources on September 12, 2003. 
Natural River zoning rules implement private land development standards
along the designated portions of those rivers.

The Michigan Department of Natural Resources will hold a public hearing
in two places on Tuesday, June 29, 2004.  The first meeting is at 1:30
PM at Grayling Middle School, 500 Spruce Street, Grayling, Michigan,
49738. The second meeting is at 7 PM at the Cadillac Sr. High School
Auditorium, 400 Linden Street, Cadillac, Michigan, 49601. The hearings
are being held to receive public comments on proposed zoning for the
Pine and Upper Manistee Rivers.

The proposed rule establishes the Natural River development standards
for lands affected by the Pine and Upper Manistee Rivers Natural River
designation. Comments on the rules may be made in person at either
hearing or by mail, fax, or email until July 13, 2004.

These rules are promulgated by authority conferred on the Michigan
Department of Natural Resources by section 30512 of Part 305 of 1994 ,
PA 451 and Executive Reorganization Order No. 1991-22, MCL 281.773 and
299.13.  These rules will take effect 15 days after filing with the
Secretary of State.

The rules (Rule Set 2004-009 NR and 2004-010) are published on the
Michigan Government, Office of Regulatory Reform website at
www.michigan.gov/orr and in the Michigan Register in the June 15,
2004 issue.  Copies of the draft rules may also be obtained by mail,

The public hearing will be conducted in compliance with the 1990
Americans with Disabilities Act, in an accessible building with handicap
