While most
environmentalists and conservationists are publicly favoring the draft Annex
2001 implementing agreement on water exports, some grassroots activists and
public trust doctrine experts have grave reservations. Jim Olson, co-counsel in
the successful Ice Mountain litigation, was asked to provide his skeptical
