Debate goes on over who will cleanup toxins

      TRAVERSE CITY - Jan Gee used to sit near the Parsons Corporation plant and watch as helicopter blades emerged from the building and were dipped into pits filled with cleaning solvents.
      That was 40 years ago. Two decades later, in 1982, the solvents - a toxic remnant of the long-gone plant - showed up in the wells of Gee's neighbors in East Bay Township's Pine Grove subdivision.
      Tests discovered a toxic plume rife with a known carcinogen measured at 60 times the level considered safe by the U.S. Environmental Protection Agency.
